"Past Prologue:
Summary: When a Cardassian warship fires on a Bajoran scout ship in Bajoran space, Sisko beams the pilot, Tahna Los, aboard. Tahna and Kira had fought together in the Bajoran underground. He requests political asylum, but the Cardassians demand that Sisko hand him over because he is a member of a Bajoran terrorist organization, the Kohn- Ma. Sisko finally decides to grant Tahna asylum after he renounces the Kohn-Ma. At the same time, Kira is working to obtain amnesty for him. The Duras sisters arrive on DS9. They are clearly working with Tahna, but they are also negotiating with Garak, the last remaining Cardassian on DS9, a tailor and a suspected spy. They plan to turn Tahna over to the Cardassians for a price. But Garak is indirectly working with the Federation, through his new "friend" Bashir. He gets the Duras sisters to reveal that they are planning to give Tana bilitrium in exchange for latinum, and he explains to Bashir that Tahna has also stolen an antimatter converter. With it, bilitrium can be made into a very powerful bomb. Tahna finally tells Kira he has not given up the Kohn Ma after all and he wants her help. Conflicted, she confides in Odo, and he convinces her to tell Sisko what is going on. The bilitrium/ latinum trade is made, and Tahna reveals he is going to collapse the wormhole, and steals a runabout to do so. Kira manages to detonate the bomb without incident. Given the choice of surrendering to the Federation or to the Cardassians, Tahna chooses the Federation. Kira tries to explain to him that terrorism is no longer the answer, but he is unconvinced and accuses her of being a traitor as he is led away.

God its been ages since i last watched Past Prologue. Doesnt seem like the kind of episode that would be the 2nd ever DS9 episode. lol. And yes B'Elanna Torres-Paris it was Dramatis Personae. In my opinion, one of the better episodes of season 1.
Sorry guys was just feeling a little nastalgic so thought id look up the first topic made in DS9 section and saw it was unlocked so i posted

Dramatis Personae was my favorite episode of Season I...yep...an excellent episode that truly showed the tensions between Starfleet and the Bajorans, even if it was caused by orbs that force people to reenact a centuries old civil war of a long-gone alien civilization...yup...

I loved this ep, mostly because of Garak's introduction to the show and the story with the Bajorans having to begin coming to terms with the state of their world and people in a post-occupation existence.
