When someone says 'XXX to Captain Janeway" then it sends a voice thing saying 'XXX to Caption Janeway' to her and then when janeway taps her badge, they both link together in a real time conversation like a phone.

For example, its like a phone:

Phone: Type Number, Wait for person to answer, Talk, press end/put down reciever.
Comm badge: Say Name, wait for other to tap their badge, talk, say 'XXX out' or tap the badge.

Does that make sense

when you want a picific person you want to you push you comm bage and say there name and the computer on the starship will connect you like a operater..

Ok here ya are

Janeway: Jameway to Neelix

Comm badge takes this and analizes the spoken words. the commbadge takes this and links to the computer. the computer then opens a channel to the correct person/s.
this btw is done in a matter of nano seconds. so it seems like real time.

Neelix: Neelix here captain, how can i help.

Neelix activates the link by repling to the call. the two comm badges are now linked until the computer hears the sign off command.
