Quantum torpedos are about twice as powerfull. The only advantage Photons have over Quantums I am aware of is that they can acelerate faster after launched out of the tube to the target.

Quantum torpedoes are a newer, vastly superior ship to ship weapon used by some of Starfleet's most lethal ships. The main difference between photon and quantum torpedoes is the explosive yield. Both yields are measeured in isotons, I don't have the specific numbers on both right now. I'll post them later.
