There's no official explanation. Closest your going to get is in the book "In The Name Of Honor".

No, there is no official explanation, although fans have come up with many possibilities, some quite interesting. It would be nice if an official explanation were given, though. In Trials and Tribble-ations, all Worf would say was "we don't talk about it." Other items that have no official explanation are the Romulan forehead ridges and how the Univeral Translators work.

It's all to blame on a long line of Clingon interior decorators; the doors on the Homeworld keep getting lower!
Clingon acne has increased greatly over the years
Ever try crushing a beer can with your forehead?
Our prosthetic makeup dehydrated
It's the evolutionary effects of banging our heads together
Chronically mishandled forceps during delivery
No, The Flying Cows of Kronos aim for Clingons
Worrying about how we were going to get along with the Federation and still maintain our warrior ways.
Well, we used to use Tribbles as toupees, but after we killed them all off...

most likely they reproduced until Kira and Odo decided to pump them all into an airlock, and "accidentely" push the open button.

Actually, a quasi detailed explination of how the universal translator works was on one of StarTrek's TOS. I can't remember the episode name but it was the one where the Kirk and crew met Dr. Cochran and the electrical female entity. The universal translator takes features common to all languages, including male/female features, and "translates" one language to another. I wish I could remember more but I can't.

The Klingons probably drank so much bloodwine that they became unaware of who klingon women were and mistakenly mated with targs and mutated.Thats why worf willnot speak up because its dishonorable and disqusting.

All this talk about Tribbles keeps reminding me of that quote, "No one knows the Tribbles I've seen..."
Btw, I love that Sev Trek thing. Hilarious!
