Does anyone have an opinion on why the klingons didnt have spines on thier foreheads in the original Series???

The Origonal Series, you must remember, worked on a tight budget and didn't have the cash to create elaborate costume designs. When the time came to make "Star Trek: The Motion Picture", Paramount gave the project a larger cash flow, so the costume department created a more menacing look for the Klingons. Since that film, which came out in 1979, Klingons have kept the look, even on Enterprise.
There hasn't really been any justification of how the Klingons changed within a storyline, although Odo, Bashir and O'Brian did confront Worf about the subject in the season five episode of DS9, "Trials and Tribbilations."
