how about this... They have something on the Borg but their not quite the borg yet. Like the Borg is going though one of it's first stages of being a powerhouse. They could have a group of people who are creating the perfect machine that will learn from other technologies and evolve by itself. They wont say the name of the new machines but we will all know they mean the borg. I think that's a way around the TNG timelime.

But nobody know how long the borg have been around, they could be have been around long before Enterprise was built. Unfortanetly there are no people who are really study borg history............
