Seriously, I have no idea. I suspect it would use the same basic technology as artificial gravity.

Operating in parallel with the Structural Integrity Field system is the Inertial Damping system. This system creates a controlled series of variable-symmetry forcefields that serve to absorb the inertial forces of spaceflight which would otherwise cause fatal injury to the crew.

The IDF operates by maintaining a low level forcefield throughout the habitable volume of the spacecraft. As acceleration effects are anticipated, the field is distorted along a vector diametrically opposed to the velocity change. The IDF thereby absorbs the inertial potential, which would otherwise have acted on the crew.

When a ship goes into warp the ship fools the law physic's by giving off Exotic Matter that generates around the ship letting it go into warp. All Inertial Dampeners do is when you go to warp it again fools physic's by having the same affect as if you were sitting still in space. You couldn't use impulse drive without inertial dampeners. Im not to sure why you can't go into impulse w/out inertial Dampeners.
