Now....we all know of the holodecks on the star trek. but, how exactly do they work. It projects a 3-d Picture on to a gridded surface, and people can walk in and out on a surface. And you when you walk into a new section, it projects a new backdrop. And holodeck matter cannot leave the holodeck, because it is just a "picture" in a sense. But, in the holodecks we've seen, lets take Generations for an instance.

Picard calls for the arch, then the exit. This shows that there is the ground floor of the holodeck, and a wall of the grid. Yet, we see people in the back, and a few looks like crew members from the Enterprise. They may just be sailors, or not. Now, this is on the ground floor...so how can Worf and Beverly be below the floor (worf and bev in the ocean)?

The Holodeck uses a combination of forcefields, projections and replicated matter. So basically there was a "floor" beneath picard and the others, and a water. The water was probably real, while the deck of the ship was a projected image with forcefields to keep them from falling - this is my best guess (I have another, but its hard to explain)

I see, but this is just a guess. And it would explain the "Encounter At Farpoint" holodeck incident. But, when you mean the floor, that HAS to be the base for the arch. The decks of the Enterprise do not move accordingly with the arch. So that has to be the floor. Therefore, nothing below that could exist.

true... perhaps everyone is on the main floor and their images have been projected based on what they are doing. All i know for sure is that I really want one!!!!!!

This Could also be true, but it also could be just another goof up on Star Trek's part.

This is explained well in the book Star Trek: Avenger, by William Shatner.

Basically, a holodeck uses forcefields like a treadmill----so if two people start out next to each other, and one walks away, they aren't actually going anywhere. The holodeck just gives them the illusion of movement, by altering their perception of their location relative to the other person. If they speak or make noise, the holodeck records it, while sending out soundwaves which silence it using destructive interference. Then, simultaneously, it adjusts the sound for distance and emits it.

maybe the arch it halfway up the wall, when you walk in, a forcefield stops you fromfalling, but it can lower to create a ground floor level.

also remember that a holodeck is about 4 meters high so it take up more room

the holodeck operates mostly on illusion when multiple people are in it at once. No one is sure exactly how it all works, but chances are that they really were on the same level, and the holodeck simply created the illusion that they were down below. That's the best I can put it.
