There was a bunch of Bajorans, civilians, Ferengi (Quark, Nog, Rom, waiters), Dabo Girls, guests, the Bajoran Militia, Bajoran Engineers...Countless many were aboard, and it changed everyday...

How about this: based on "The Siege", almost all the non-Bajorans on the station could fit onto the three Runabouts at once.
Of course, that says nothing about the number of Bajorans, which was probably high.
