I think they are all smart but the smartest is probably Tuvok or Seven.

The Doctor is smart,but he's just a hologram.He can be shut down.I think 7 Of 9 is the smartest because she was Borg.They assimilated many races.They have all that knowledge.

I'd say the Doctor. Anything he doesn't know, he can learn in seconds. Seven no longer has that capability.

But how do you measure smart? To feel no emotion in my opinion is missing one greatest qualities to being smart.

Well in that case everyone mentioned is not smart! Tuvok supresses his emotions so does Seven and the Doctor is a hologram so his emotions are simulatd so they are not real so he loses leverage!

i dont belive so, how bout we just have seven assimilate the docs program, and the will be smarter than them all, because she has the knowledge of a million species, the doc doesent.

To my opinion,All three are smart and clever to come up with ideas, so I would have to say they are all unique, each one having a different knowledge of different cultures.Voyager was very fortunate to have all three of them aboard to handle the more serious problems.
