There wasn't much action? It seemed like sort of an soap opera.. just problems on the stations socially.. did it seem like most of the problems were socially?

That pretty much describes the first season, at least. However, later there was TONS of action.

I am a reformed DS9 hater and I used to think the same thing. There is not much action in the first season or two... but there are enough good eps to make watching the 1st season worthwhile. And later on, there is (in my opinion) some of the best action in any Trek series. Try watching "Way of the Warrior" if you can.
The characters on the show are very well developed and interesting. It's worth watching.
