how did the alliance start and does it have something to do with Dukat's Promotion to Leader of the Cardassian union

Watch "In Pergatory's Shadow" and "By Inferno's Light", those two have the start of it.

I think its mainly because the Dominion promised to help rebuild the Cardassian fleet after it was decimated by the Klingon invasioin.
