I remember the DS9 episode where Weyoun explains the origins of the Vorta to Odo. Apparently, they were a race at one time, though they "lived in trees" in fear of their predators. When a Vorta helped to save the life of a Founder that was being hunted by solids, the Founder promised to do something special for the Vorta's people. Later, the Vorta were recipients of the Founders' genetic enhancements.
As for the Jem'Hadar, I'm not sure what their deal is.
