a little while ago I saw an episode of Ds9 (the prelast I think) where a women and a man call some spirits who are they and what are they doing exactly?

Gul Dukat, and what's her name, the Kai, Winn or Opaka, can't remember at the moment. The spirits are the Pah-wraiths, bad dudes as we have seen in a previous episode. They want the Pah-Wraiths to help them. The Kai really thinks she is doing this to help Bajor, but Dukat is not.

The Pah-Wraiths are the enemies of the Prophets, aliens who live in the wormhole, outside of linear time.
Also, its Winn. Opaka was the good one, who left in season 1. Winn replaced her, but is a political scemer.

Well can't say I knew that as I haven't seen alot of Deep Space Nine episodes, well hope it helps me to understand the series better.

Has Winn Adami always been evil i thought she only turned evil when Dukat/anjohl met her?

Not evil, exactly, but she cares only for her own power. As early as the Circle arc (season 1 finale I think) She was plotting to become Kai through her political connections rather than her spiritual status.
