Data was the best in the episode with the Klingon civil war, where he tried to blockade the romulan supplies, and he took command of the Sutherland, when he told Christopher Hobson after he requested a transfer...and Data shot him down...that was great...

When 'All good things' first aired before this they showed an hour long making of TNG. It was hosted by Jonathan Frakes and he states that Data was to start the show as a robot in stating facts and as he spent more time around the crew he would pick up on there humanity and start to act more human. This was the brainstorm of Mr. Roddenbury to make another Spock like character without duplicating him.
As for data becoming a commander, I think he is still a Lt. commander for him to get promoted to commander he would have to assume a command position since he is in operations. I will have to check Insurrection and see but I think I would have noticied the 3rd solid silver pip.
