Probably over Seven simply being in Engineering, she's made it clear several times she does not want "the borg" in Engineering.

nice jab. yeah, seven is cold and may appear rude, but she knows so much and is so much more intelligent and focused on accoplishing the mission, maybe she should be the boss, even if she didn't pass starfleet academy. maybe they should make her the boss of both astrophysics AND engineering, with torres being her assistant.

It was a nice touch to make the two loathe each other in the series...well mostly Torres hated Seven... I mean it was realistic, like two women competing for the position of "most wanted". Of course the series didn't put it exactly that way, but that's what I got out of it and I think it made the show much livelier than if it had been "Hello B'elanna" "Hi Seven nice to meet you".

Well actually... Seven could easily be the boss. And, in a twisted sense, she HAS passed the academy. The Borg have assimilated Starfleet crews, and the Collective has saved their knowledge. Since it has been multiples, Seven actually knows MORE than Janeway.

I think it would be mostly over Engineering thigns- B'Elanna is chief Engineer, but Seven obviously knows more about it than her. That has cuased problems on Voyager before.
Also Chakotay.
