Someone explain this cookie, please: Shields repel phasers, right. Phasers are set in the ship, right. Has phasers ever bounced off the shields and back into the ship, or is it something about the shield/phaser frequency

I ve two how I think they work.
1. shields only repel incoming fire. which means anything leaving ship can happen.
2. the weapons are set to the ships shields freaquancies.
thats why when enemy ships get the right one they can pass right through.

The shields are turned off when a ship fires phaser or Torpedos. With Photon Torpedo's the shield are brought down a long time, as you see in "First Contact" this is dangerous.

I think in First Contact they blamed it on the temporal anamaly for their shields being down.

Shields are set to a modulating frequency to try and keep enemy fire from passing through. The ships phasers also modulate to that same frequency so they are constantly in synce with each other. This way phasers can pass through the ships shields without any harm being done.

And in any event, the phaser fire would never "bounce off" the shields and hit the ship. Shields don't repel phaser fire, shields are designed to absorb the energy of the phaser and scatter it harmlessly over the surface of the shields rather than let it reach its destination.

Oh definitely not. If that were the case, then what's the point in having shields in the first place?
Captain: "Shields to full."
1st Officer: "Fire Torpedoes!"
Captain: "I said shields to full, damn it!"
The shields went down because of the Temporal Anomaly they passed through.

Definitely so.
And the Shields don't ALWAYS keep rotating modulation unless a specific order is given. A modulation is set, and probably changes with every duty shift. At least that makes sense to me. It probably stays on one modulation for about 6 hours. Or maybe it only changes daily. To me, every shift, 6 hours, makes sense. (I only say six hours because their "shifts" are probably equivalent to that of our (the Navy's) watchstanding hours. No more than 6.)

I agree. Just take a look at what happens in Star Trek VII: Generations and Voyagers "Equinox Pt II"

The energy is Dissipated by the shields.
Their weaponary seems odd given the technology.
Plus, why would they be fighting in the first place?

i always thought that a hole opened in the shields when they fire, becuase in an episode of voyager they transported to a ship while they fired phasers. or something like that

As has been said, the shields work by spreading out the phaser fire, not destroying it. Also, transporting with shields up is impossible. It is possible to drop shields just long enough to beam something during battle. Hope I helped

Not true. If you have the EXACT shield frequency, you can transport on/off of the ship just the same as you can modulate phasers and torpedoes to the shield frequency and penetrate their shields.
Take for instance when Lursa and Be'Tor in Generations, and Captain Ransom in Voyager's Equinox pt II obtained the Enterprise and Voyager shield frequency and launched torpedoes through their shields.
It's the exact same concept.
