I can't find a good source for this article. It's somehow from the Russia Today, the AP hasn't picked it up or anything. I'm not saying it's impossible that it's true, but I would definitely question the source. And if I'm not mistaken, they didn't give a bill number or anything (If I am mistaken then please link me to the senate/house source).

Yeah, it is still a new report, so information is slim. But I am not seeing anything about it on Snopes or the other debunking websites. Snopes has turned pretty liberal the last few years, so if it were false they would be all over it.
But as it is a treaty, not a bill in the house or senate, it would not have a bill number that I know of.
Time will tell if it is true or not, but it would not surprise me if it were true.

All treaties must be ratified by the senate. Unless I misplaced my knowledge of the constitution.
