Picard. He is one of my role models. In my opinion the best acting, writing, & directing of any of the star trek captains.

I do not believe that you can judge each captain biased on one another, as they all dealt with different crews, different experiences, and different starships.
My personal FAVORITES were Kirk, Picard, and Janeway, as I personally, was never fond of Sisko/Archer. But those are my personal thoughts.((Too Soap-opera-like/Too-anti-cannon-for-my-tastes, respectively))
However, when it comes to getting the job done, no matter the cost, including violating the prime directive, if it was the right thing to do, it was Kirk.
If it was finding a proper dinner style, resolving an impossible issue, or arguing with non-organic sentient life forms, Picard all the way.
And Janeway was just amazing. ^^

Just like choosing your favorite starship, this is completely a personal choice. For me, cool calm collected intellectual and with an accent to kill for, Picard is my captain of choice. Then Janeway: nothing beats a strong woman. Then Kirk, man of action. All the others blur into each other after that.

i would definitely choose Kirk.... however, one of my personal favorites is Captain William Riker of the USS Titan

I used to prefer Picard but have gotten to love Janeway.
Kirk#s character is too theatrical and lacks gravita (though I can imagine people wanting my head for that comment).
The others are not worth mentioning.
Picard and Janeway's characters were more defined.
