Star Trek likes to recycle actors in different roles. For example, Robert Duncan McNeill who played Tom Paris in Voyager also played Cadet First Class Nicholas Locarno in and episode of TNG (The First Duty). Also, Aron Eisenberg who played Nog on DS9 played a young kazon named Kar on Voyager (Initiations).

Interesting note though, Robert Duncan McNeill was originally supposed to reprise his role as the Cadet, but it was decided for several reasons (Including financial) to make a new character.
To reply, some actors come back again and again, yes, as differnt characters, or the same. Jeffery Combs and Vaughn Armstrong are good examples of this, each actor has played multiple characters in several Star Trek series.

i also just noticed that the actor who played one of the Ornarans in TNG episode "Symbiosis" (the one where there's an entire planet of people addicted to a drug called Felicium) also plays a Bajoran in the DS9 episode, "Past Prologue."
i almost thought it was the same character at first because he looks exactly the same. the Ornarans have nose-ridges similar to that of the Bajoran.

I've seen Tim Russ in a few things, and its always strange to see him playing the non vulcan - non emotional role...no matter what his current role is
