After watching a few Voyager episodes lately I would like to change my opinion to no.
It seems like she is constantly endangering her crew because she lets emotions negatively affect her judgment. But she did get her crew home... so there's a plus.

In 'Worst Case Scenario' Chakotay the holo-character makes this speech that sort-of sums-up about her being a bad captain.
"If you do you'll be part of a crew that's going to do whatever it takes to get us home as fast as possible.
Under my command we won't let almighty Federation Principles get in the way of an opportunity that Janeway did when she destroyed the array that could have gotten us home. And we won't be wasting prescious time to stop and investgate every insignificant anomaly we come across.
What we will do is use any means necessary to acquire technology to shorten our journey. To hell with regulations. You have 15 min. to make-up your mind."
This implies the writer was well-aware of what they were doing to Janeway the captain. It was probably good enough to make a storyline. If it wasn't for this trait in Janeway, Voyager didn't have a storyline anyway.

She did, but at the cost of the future and for selfish reasons. She destroyed the future that had been established, she destroyed the future of people/species/worlds that VOY was meant to continue to save in the Delta Quadrant, and did it all for selfish reasons.
It's more of a minus.

The story editors missed some potentially great story angles in Voyager.
One of the stories I would have told would take place maybe at the end of season three. Janeway asks Q to change history so that she never destroyed the Caretaker array.
Cut to three years in, Janeway has never been stranded in the Delta quadrant. But the Federation is at war with the Borg...and it is losing badly. All the major Federation worlds have already been assimilated...Earth, Vulcan, Beta-Zed, etc.
What happened?
When the Kazon got ahold of the Caretaker Array, it attracted the notice of the Borg, who assimilated it. So the Borg got ahold of transgalactic technology, offering superior transport capabilities to even their transwarp corridors.
With the Caretaker Array, the Borg have even begun to send cubes to other galaxies. Now, the Borg aim for not just galactic domination, but universal domination.
Anyway...that's the story I would have written. Basically, it answers a question that was never asked in the series: what happens if an aggressive race gets ahold of this transgalactic technology that has no business in the Milky Way, that's capable of altering the entire balance of power here?
That the creators never apparently even realized there was an angle here is pretty unbelievable. And it could put Janeway's decision in a new frame of light.

Well, the few flaws there is, three seasons in, the War with the Dominion was going on, I am sure they didn't want to mess with storylines on that point. Also, the Borg transwarp is much better, because the Cartakers array was shown to have damaged vessels and kill some of the crew dragging the ships around.
That and the Fed has been shown to be able to stop the Borg, regardless of whatever plan the collective can come up with.

She was good, but as someone said inconsistent, some days she was saying how formal she must stay, and then others she would be in with the crowed, a very confusing thing.

alright lets be honest. God put man as the head of women it shud have been a man in command of voyager. The first time starfleet gives command of a vessel to a women it gets lost 70,000 light years from Earth. women are too strict. lol Janeway is a joke!

It should be pointed out that cannon-wise, Janeway was not the first female Captain, she was simply the first female Captain to have her own show.
((Infact there were several female Starship Captains that didn't get lost)).
That entire comment is rather sexist. And somewhat disturbing.

Of course Janeway is a good captain. She keeps everything in perfect order, and is an intelligent, strong individual. She does take many chances, I agree. But she usually makes the right choices. She's the best captain there is, no one could take her place.

I have no idea what you mean. How can this be so, when there isn't much of a difference between a man and a woman? You really have serious issues if you think like this. Janeway is a good captain, a very magnificent captain. This sexist issue you bear needs to be studied, for whatever gods you worship, how can you say that they actually made man over woman? If you refer to the bible, it does not state so, and if you look into any other writings, it does not state so. The only things that state that fact, are the ones who are insecure with themselves and seriousely think that a man should be over a woman or vice versa. That's control issues and shouldn't be tolerated. Being strong or intelligent does not have anything to do with what sex you are, but your mind and how it cooperates with knowledge and power.

the same could be said for sisko but instead of saving his crew he saved the federation if it wasn't for sisko when janeway got home she would have got home to a fleet of dominion ships

i think she was the best captain in the franchise. she was always so calm during the most difficult situations. she was always doing the best thing for the crew she did. i didnt always agree with her, but for the most part she was a good captain

I think Captain Janeway was probably the best choice for the rank of captain because during the worst possible moments she remains calm and sets a good example for her crew.

I voted no, way to much to extreme levels, she'd tell the crew to act a certain way, and follow a certain set of ordeals, then herself, would abandon them if they got in her way. She has tried to murder at least one Starfleet Officer (what he did is beside the point here), told Chakotay many times what she expected him to do, warn her if she goes to far. When he did, what happened? She confined him to quarters. Through her alliance with the Borg, Millions either died, or were assimilated. She refused to let the Kazon have replicator technology, as it could "shift the balance" or whatever excuse she had, but have the Hirogen holodeck technology. We cant forget the fact that in the pilot episode, "Caretaker" she violates the prime directive, and destroys the caretaker array (Had USS Voyager not been there, the Kazon would have gotten access to it, anyway) then moments later, declares the ship will obey Starfleet/UFP laws. Lets not forget she effectively murdered Tuvix, a sentient being. Then, she had gone back in time, to alter history to save a single person (Hey, I love Seven, but still).
The topic of her violating the laws, reminds me, that she had done so in major infractions, while say, Tom Paris did it to save an entire planet, what did she do? She demoted him to Ensign, and put him in the brig for thirty days, some of which, he was denied a shower, a change of clothes, basic nutrition (As in, he got paste for a meal...oh, yum) among other things.
She's certainly not someone I'd want as my Captain...
