I was bumbling through google searches, looking for of all things, an Invader Zim episode, and I came across an Invader Zim theme made by a program these guys make called "Windowblinds".
It's awesome! It allows you to customize your' themes, and even build your own. However, the free version is only trial, so you have to buy it after 30 days, mind you it's only 19.95, and it comes preloaded with nifty skins.

You can LCSARS your Windows XP!!
Go to www.wincustomize.com and search for the "Generations" skin. With WindowBlinds installed, you can turn your Windows XP into WINDOWS LCSARS!!
