.Some Inconsistency in the Premise
According to Star trek TNG episode "Best of both worlds" some of the premise for the first episode of DS9 dose not make sense.
According to "Best of both worlds" the battle at Wolf 359 was a prepalned military operation in response to the Borg invasion, therefore, it does not make sense there will be families onboard the starships.
Yet, both Jennifer and Jake Sisko are on board.
My friend try to answer that Jennifer Sisko was also in Starfleet, however, upon close examination, we saw she was not wearing a uniform when she was killed and since it was RED ALERT all Starfleet members would be at there post wearing their uniform. So, we concluded that she was not in Starfleet.
So, what was she doing on the ship with her kid in a battle?

That's totally right. There weren't any families on Voyager when they went after the maqui (spelling?) in the first episode.

maybe they didnt have the time to drop the familes off look at the many times the crew of the enterprise was put at risk,
maybe it wasnt as planned as you think, all available ships were ordered to a set location to engadge the borg threat, maybe they didnt have time to travel to the nearest non war ship to drop people off who didnt need to be in a fight before they had to be there to be ready to engadge the borg.

The Enterprise delayed the borg for 4 days, Wolf 359 is deep within federation space, surely they could have droped them off on a federation planet or colony.
Also, you should know that there are sectore patrol star ships, border patrol starships and warships ready to defend any federation member at any time. This information is in many guide books for star trek and in the Star Trek novels that are published. The Star Trek Universe is through out the Star Trek literature and only the official story of the characters is based on the TV series. Therefore, there is no need for ships with families to go to battle.

Books aren't canon.
As for your topic, I'm pretty sure that Wolf 359 was not a planned attack. At least, not as planned as you think it was. The Borg suddenly appeared and the only "plan" was to send a fleet of ships to intercept the Borg Cube. They didn't personally select ships to join the battle, they literally made a desperate call out to other ships to meet there and fight the Cube. There was absolutely no time for ships to drop off their families. Not to mention, wasn't this the first fleet battle against the Borg? I think Starfleet grossly underestimated the Borg and figured that one ship could never take on a fleet. Obviously...they were wrong.
That is my guess on it.

well that changes everything then the books most be all correct, oh wait I dont read books due to my dylexia as reading anything more than a page long gives me a very bad migrain.
and again to raise my point about the Enterprise series if battles and familes are such a no no why so many times was there children on the Flag ship in the many times it got into truble you'd think the flag ship would know better than not to have familes on board....
I most agree with founder I got the feeling that it definatly mostnt have been planed expecialy when you look at the ship the Sisco's were on was captained by a Vulcan and there for you would have been sure that they would have followed "battle" protical to the letter and dropted off the non necessary people as soon as they could so they could be ready.

I have nothing against the Vulcan Captain, I do have a Problem with the producers and scrip writers for making such a fact without offering any reasonable explanation.
And, by the way, you should read the books, they give a full sense of the elements that makes the interstellar community of star trek much more than the TV show.
I am sorry, but your answer about the Enterprise being with families during battle is in error; Many times when they went to battle they separated the saucer section with the families before the battle.
More over, when ever the Enterprise was in a war footing their were no civilians on board ( they work in outer space and they know the risk, but not when going in to a planed battle).
(I hope you are familiar with all of Star trek episodes for the sake of reference)

Canon isn't even canon.
The simple answer to this is it needed to be that way for the story. Everything else is just speculation. It could be a million different things.

I agree with founder and johnathan95, all of the nearest ships were scrambled to wolf359 inorder to try and stop the borg. We have seen from the enterprise D that familys live on starships and from best of both worlds we see that familys stay onboard the ship in a crisis.
Desides for all we know jenifer could have been some kind of scientist that simply wasnt with starfleet. Afterall keiko was a xeno biologist and she lived aboard the enterprise D and DS9. You dont see her leaving the enterprise every time red alert is called
