When he was in the academy he was in an accident that resulted in the deaths of three cadets, and rather than admit he made the mistake he lied. Because of his guilt he admitted to lying and that it was his fault - and he ended up in jail.

Tom Paris was in the penal colony for activities with the Maquis, I believe.

TM, you're thinking of Nick Lorcarno (sp?) from TNG who happened to be played by the same actor. Tom Paris was loosely based off of Nick but due to copyrights, they had to change his name. They just hired the same actor. And on top of that, Lorcarno and his group only killed 1 cadet. It was a crazy flying trick that involved igniting warp plasma in sync with several other flyers.

Paris was charged for the same crime - but more than one cadet. But the Marquis are how he ended up in NZ. I'd forgotten about that - he got caught on his first mission.

aris buckled under to the self-imposed pressure and tried to cover-up an error that caused the deaths of three officers at Caldik Prime; it was only his self-confession at the point he would have been exonerated that netted him a discharge rather than harsher punishment. After leaving Starfleet he turned to the Maquis for fulfillment as a fighter pilot, but was captured by Starfleet on his first mission and this time was sentenced to the Federation Penal Settlement near Auckland, New Zealand, wearing an alarm anklet.
