So the Iraqi parliament can't go on vacation? I don't get it, but I do agree that I am quite annoyed with the lack of action taken by the Iraqi government. It's disappointing that they're not standing up like they should, and something needs to be done to get them to take action. I think the only political solution that can work, however, is the three-state, one country solution I discussed elsewhere where democracy can still apply, namely when it comes to selecting the national government (which would primarily deal with matters of defense, internal security, oil revenues, and international relations), the Baghdad city government (by the people of Baghdad, of course), and the individual state governments to run their own regions pretty much autonomously. There's no way these people will work together as a nation on all the matters at hand unless another dictator like Saddam is put in place, so we need a different solution that can have greater efficacy when it comes to putting the political pieces of Iraq back together so we can leave.
