In the broad strokes: If Janeway is in the Delta quadrant near Borg space (relatively speaking) and Deep Space 9 is relatively close to Dominion space, why not write a story for a Voyager feature film that shows what would happen if ALL the Federation races coordinated an effort to pit the Dominion against the Borg?
