I know we did not see them that often but the few scenes that Quark and Morn had together were absolutley brilliant.
And the person who kept Morn in the series is the ultimate genius.
I have never seen a series where a character has said and affected the series without saying a word (okay except for animal series like say Flipper or Skippy from Australia).
I would also put Bashir/ Garak, Kira/Quark, Worf/Martok, Worf/Jadzia and Weyoun/anyone in the finals against the pair I mentioned before.

I would definently say quark and odo. Also, I loved Morn too. It was so funny how they would always mention conversations with Morn, but you'd never hear him talk.

Quark and Odo, without a doubt. It was a love-hate relationship. There were several episodes dedicated to this, and were wonderfully done.

I'm gonna say Bashir and O'Brien. Not only was it the most genuine friendship in all of ST, but the one drinking scene between the two was hilarious.

Thats a good one but I think that Paris and Harry were just as genuine. I still think quark and odo were the most comedic pair though.

^ I believe we're just talking DS9 here, Robbie.
O'Brien and Bashir were definitely fun. Them and their toys

^ ^ Hence Robbie's ((correct)) comment on Harry/Paris.((also point out Geordi/Data, and kirk/spock/mccoy))
And from what I've seen, I'm thinking the Odo/Quark ones are my favorite.

Has anyone ever considered Sisko/Kira? I mean, even though it was a pretty weak relationship, they still made a good pair.
Of course, there's Quark/Odo, Jadzia/Kira, Garak/Bashir, Worf/Martok, Jadzia/Worf, and later Ziyal/Garak, Kira/Odo.
I always loved pairings- either just friendship or romance.

I say "Live Long and Prosper".
Then you say "Peace and Long Life".
It's the way of life.
Don't deny it.
LOVE IT.
OR DIE.
