I'd say
Worf and Kira
Odo and Jadzia
Quark and Bashir

I'd agree with you on the relationships that you just stated as being underused. HOWEVER, unlike VOY, I believe that DS9 did a superb job using and developing the relationships that made sense to a much further extent than VOY. Kira and Worf would be interesting, as both can seem to have tempers, however, Kira and Odo, Kira and Bashir, Kira and Dax, those three just make more sense and it is simply impossible to use all potential relationships. The only thing one can do is work with the ones that make sense and make them as developed as can be. For example, Bashir and O'Brien is the best and most realistic friendship in all of Trek.

Well said LF on Bashir and O'Brien. It was worth it watching them singing "Jersualem" in a drunk stupor.

For the mention of Kira and Worf, that is an awesome pairing. In the episode Rapture, you clearly see that both are on the side of spirituality, while Jadzia and Miles kind of scoffed at putting Sisko's life in the "hands of the Prophets". Worf defended Kira's beliefs, which I thought were interesting.

A missed oppurtunity with those two.

Odo and anyone but Kira... I liked odo, but the only time you LEARNED anything aboot him is when Kira was around...kinda boring.
