I think you mean Star Trek XI, not X. I think they would just throw your petition out if people at Paramount saw it (they would laugh it off as a joke if you don't know which movie it is).
Also, lets just say that they did include Kate Mulgrew...how would they incorporate the Captain Janeway character in with Kirk and Spock (if that is what they are going to do in the new movie)? Unless they include some kind of time travel those three characters would not be able to interact with one another.
Don't get me wrong, I like Kate Mulgrew, but I don't think it would work (my opinion).

This film is going to be in the kirk & spock era. If mulgrew shows up it wont be as janeway and thats just no good plus would crew simple people up. They wouldnt understand shes a different character. Sorry but no.

Much as I like Captain Janeway I don't think it is a good idea for Kate to be in the movie.

I read this over, it's apparent this was made for Star Trek Nemesis, to which Kate Mulgrew (Janeway) did indeed, make an appearence. If this is wrong, then the starter of the petition has mistaken the new movie, which is "Star Trek XI" as mentioned, and that Rick Berman is not the producer, JJ Abrhams is.

When you'd scream I'd fight away all of your fears
And I held your hand through all of these years
But you still have

That could very well be right - I digged around on the petition and couldn't find any dates, oh well...

Wow, I haven't been on STV.com in months. Good to be back. Well, seeing how the new movie is going to be a reboot of the series, if she does make an appearance it'll be as an entirely new character. And Rick Berman has nothing to do with the new movie or anything else Trek for that matter.

I have to agree as well and I love Captain Janeway much as most people. But, I don't see her in the movie though. It would be nice but there's no need for her to be in the movie. Maybe something in the right story writing setting maybe. But, not this what you are talking about.
