They are to meet again Tuesday amid rising expectations of improved U.S. relations with a country President Bush called part of an "axis of evil" five years ago, along with Iran and prewar Iraq.

Couldn't (and shouldn't) you just have posted this article here? 
Anyway, I doubt this will get anywhere. If it does, great, but the North Korean track record for negotiation is seriously faulty.

I think in that one they had been talking with South Korea. This one, they are actually starting to talk with us.

No, it was the US. I'm talking the Clinton administration, the Agreed Framework. We gave them materials with the promise that they wouldn't seek out more nuclear weapons further, and look what happened? If Bush institutes a policy of "trust but verify," then that'd be better than the "trust for the sake of peace" that Clinton followed.

We gave them the materials for non-breeder reactors. They had to go to other sources for nukes, once they figured out they couldn't use our stuff.

Actually, if you really look at the deal, the stuff we gave them could easily be used for what the North Koreans want. And even if that weren't the case, it would still have been stupid to make because we gave them materials that they could put to use with the promise that they wouldn't work to obtain nuclear weapons. We rewarded them with no verification whatsoever. The deal was absolutely foolish and did nothing but harm for the cause.
