I thought it was a decent speech. Not that great, but a decent speech, nonetheless. I think the plan is worth a shot, especially since there's no other sufficient solution to stabilize the situation.
I think putting more troops in the region to gain control of the 30-mile radius of Baghdad and to stabilize it is somewhat wise. We need to stabilize the Baghdad region, no doubt about it. I think we should do that and maintain those locations instead of giving them up (as Bush is planning to do). However, we should move, over time, our extra troops out and replace them with Iraqis. We need to train the Iraqi troops more and better so that they will be ready and able to slide into those situations to replace Iraqi troops.
If all this is done, I think the situation may improve. But pulling out, it is clear, isn't the answer. That would leave too great a vacuum for Iran and al-Qaeda to assume.

I caught it on Fox News.
As to the coverage - it was the most unprofessional display I've seen lately. They were bashing the speech before it was even made, and they cut to the President after he started talking. I don't care who the President is, or what party he represents, but doing that is weak, unprofessional, and downright rude. Then, while the President was speaking, the audio kept cutting out like a bad cell phone.
As to the speech, I thought it was fairly well delivered (for George, that is  ), and did a fair job of taking blame and laying out a strategy. I think the Dems/Left/Libs/BushBashers are ignoring a few details. Bush mentioned how rules of engagement were hampering efforts to root out the insurgents. That is exactly what I have heard from ground troops and their commanders since day 1. And some of these rules were established by the Iraqis.
On the flip side, I heard Bush use the phrase "door to door" a couple of times. This concentration of troops in Baghdad and the enlisting the "common folk" in the city should have been going on much earlier. I also have an unshakable suspicion that this "surge" is hiding a buildup in preparation for holding off (if not "invading") Iran.
I will give Mr. Bush this: He may not be the shapest president America has seen, but at least he has the cojones to bet the farm and then step up and roll the dice.
