yes but remember they mention events that are predestination paradoxes meaning they have already happened and must happen for the original timeline that gets them there to exist. Apparently since they have the ability to scan time the changes that accured before the Enterprise E had actually finished going back in time did not catch up to the 29th century yet. This can be confirmed by Daniels in a Enterprise episode saying sometimes it takes a while for the changes in the Timeline to catch up to us. Suggesting that there is a wave that travels through time when an incursion occurs. The more changes occur would determine how fast the changes travel through the future. So it should be obvious that Janeway's violation of the temporal prime directive was a pre destination paradox. Even Sisko repopulating the Tribble population. Kirk bringing Amanda back to the 23rd century numerous other events were obviously determined by the time police as pre destination paradoxes that are part of their timeline. You can make the arguement that changes by the future guys from the 27th century with the Solibon already altered the 29th century timeline to where that area of Starfleet never existed and Daniels Section 31 group {I don't care what anyone says he must be a member since he takes drastic steps like walking through a wall in front of Tpol and Trip to assist them} was the first Federation group in that new timeline to scan and see the changes in the timeline
