Scotty and B'ellana
Scotty could fix anything on any federation ship or alien (new or old version ships) he knew everything from the original enterprise to the designing of the enterprise-e.I would take him on a starship anywhere with me, if anything got messed up you can be assured it would get fixed at half the time.
As for B'ellana, she is also one of my favorites.Not only could she fix federation ships but marquis ships as well.
They both are my favorite engineers.

I think that the best engineers were Torres and Trip. Cool characters. They had to adapt and survive in unknown territory.
