I noticed that. Very interesting, especially given that Google Video has not been as popular as YouTube.

No one knows yet.  Oh, there will be tons of rumours (and probably already are), but I would take them with a grain of salt.
One thing to keep in mind is that Google bought Blogger three years ago, and then started integrating it with the other Google Accounts (like Picasa). If I were them, I'd integrate Blogger and YouTube's functionality so that posting videos to one's blog (or even videoblogging) would be even easier.
