I saw the Oberth-class USS Vico, and it had an NAR reg. no. rather than NCC. Why, and what does it stand for?

I've only heard of NCC and NX. Is the Vico part of a series or a novel...or something else?

NAR - Federation civilian

As you can see, NAR, is a Civilian registry.

I can't see NAR as a Civilian registry...how'd you come to that conclusion?

In that case- why would civilians have an Oberth-class Starfleet ship with military capability

Once again, adaptible, and secondly, what vessel in particular are you talking about? Also, just because it's civilian, don't mean it wouldl have no armiments. They do that enough with the small, weak cargoships that are filled with the most valuble things to the fed then sent alone to the hostile space
