So, does anyone know who, why and when the famous PD was passed? Also, how many Starfleet General Orders are there and what are they for- I know: GO1: TYhe PD, GO24: Obliterate a planet, and a couple of non-canon ones like 2013 and 47. Any to add?

While the Prime Directive was not officially formulated until after the 2160s, the fundamental principles were an important part of Earth Starfleet procedures as early as 2152. (ENT: "The Communicator")

I have a book called the worlds of Star Trek and it points to a incident where a piece of technology (I think it might have been a tricorder) was left on a planet, after a first contact reconnaisance mission, and the planets leaders then created weapons from that technology and it created a war.
When a federation team returned they found a world which was on the brink of annihalation and ever since then the federation has tried to limit access to technology and contact with evolving worlds.
