That scientist Torat. They nicked him off his ship and beamed him straight to VGRs bridge. Why didnt they scan him for diseases and whatever. For all Janeway knew, he could be bringing the Tyrellian plague onto her ship!

i think they can scan for disease before transporting.

It screens out the known ones, or basic ones. Unknowns, and really strange ones, it doesnt.
