OK, so ones a Regency lord and the others a blue cartoon character.
But Flotter reacts to commbadge signals received by players "ion storm whats that" (once upon a time) whereas Burleigh ignores them. Why?

Flotter and associated characters were designed to know and recognize the players who come in as who they really are. Lord Burleigh was designed to believe he was talking to another character in a story.

Programing. The intention for Flotter was to be a friend, thus you want them to know a little more about you, whearas Lord Burleigh was part of a program that was meant to be an escape from the "real world", you wouldn't want him to know the real you.
