Uhh...Microsoft Word will do that kind of thing, but its very low end (like only displaying text and images etc). That one is also not free, at least not legally...Umm...Dont think there is anything unless you get someone to give you a liscence or find a free knockoff version.

I actually don't use a program. With some reference sites for CSS and HTML (well, I use XHTML) you can create beautiful sites in a basic text-editing program. Just save your pages as .html and .css

Also: how complex are you looking to make your site? I'm thinking in terms of menus/galleries and such.

You can create any html document under any basic editor such as a simple "textfile" as long as yo uhave it as a .html or .css (as said before) but if your a bignner programer you might want to get a program that has basic color coding to help you learn the language.

I can help point you in the way of some relevant tutorials, if you'd like. What (specifically) are you trying to make? Top menu, side menu, how many columns, etc.

i have a good working WYSIWYG editor, it is::: Mozilla Firefox, i use it now for my website, it work very easy, but it doesn't support frames.
