Neither really, S31 is to secretive  Though the power is nice, but I'd prefer working on a Ship, or Space station, rising though the ranks to one day get command. I suppose that'd actually fall under Starfleet Command?

I'd use something like security or temperal investigations as a cover. Could you imagine a Section 31 officer being a part of time travel? Oh how they'd alter things for their favour,
