And how is that a bad thing? There's no question that hurting the morale of al-Qaeda is a good thing, none at all.

So he'll be replaced. The number three guy and so on are not as strong and effective as the others. Zarqawi died, so he was replaced. Then al-Masri's number 2 is arrested and will be replaced, but with someone who was fourth along the chain prior to Zarqawi's death. The lower in the former chain they go the less effective the leadership is.
It's good news, all the time, seeing the leadership of al-Qaeda dismantled bit by bit, replacement or no replacement.

Great job, men! We're winning the war on terrorism by attrition! Woooo!

Look, I am not attempting to spoil the mood, because this is good news. However, this sort of approach is not really the best way to deal with a cohesive terrorist organisation like al-Qaeda. These people who are getting promoted are not necessarily going to be less effective. They've just been waiting for their superiors to get killed. Plus, now instead of knowing the enemy's capability, it introduces a new wildcard element that requires observation again in order to accurately predict its actions. "The enemy you know..."

Due to al-Qaeda's nature, it isn't possible to cut its head off and watch the snake die. Instead, a simultaneous strike along several key points must be undertaken in order to truly eliminate it. Obviously that isn't viable at this time, since we simply don't know where such strongholds or cells exist. But this is why stabilising the Middle East and establishing peace in the region is so important; it cuts off the resources that al-Qaeda needs to function and undermines their objectives.

The war against terrorism is not going to be won on a military battlefield. It can only be won on the cultural battlefield; victory must be obtained by disarming al-Qaeda's true weapon, the mistrust amongst Western and Middle Eastern cultures.

Well said, Tach. The only way victory can be achived is though those means. Or the cutting off of recources, although they seem to be able to recover from that....

Well, a stable peace in the Middle East would cut off the resources in the sense that countries such as Iran would no longer back terrorist organisations such as Hizballah.

Terrorists rely on popular support in the sense that they have to present themselves as "freedom fighters". If public opinion in their homelands changes to view them as those who are upsetting the new balance, then they lose support. Recruitment goes down, money stops flowing in, those funny hidden weapon depots that were "overlooked" until recently suddenly get raided by the government, and of course, they lose their satellite TV hookup!

Because hurting morale of whole terrorist organisations may help induce vengeance on their part?

I doubt the leader which was arrested would be of real use and assist with investigations... I'm only trying to be realistic here.
