Let's say the Federation, Klingons, Romulans and Cardassians went to war. Who would win?

Is this post-Dominion War?
I would say Klingons in any case.

The Klingons? Definitly not the Klingons in a post-Dominion galaxy. They suffered through a war with Cardassians, Federation, AND the Dominion. They're out for the count and would be the first to go.
They even say that in DS9. Sloan mentions after the Dominion war, the only real threat to the Federation will be the Romulans. Cardassia was pretty much raped at the end of the war. So it would be between the Federation and Romulus. The Federation would win in my opinion. Especially since the raping of the Romulans be Remans in Nemesis.

Yeah, I say the federation, they have a real knack at fast recovery from wars, so they are set from the dominion, the Romulans get to cocky, and rely on their secretives to win, the feds.... they let the other side screw up

Romulans are alone, Federation got more ships and the Vulcans. Though the Romulans have cloak, Feds have more firepower.

The federation would win. the cardassians where very weak after the dominion war and the Romulans have been defeated before. The klingons have a good chance at least but the federation is definitly stronger and larger.
Also, the klingon empire is made up out of different faction, depends on who joins in on how the war would come out.

I say probably the federation. The only real opponent is the Romulans, but I think that the federation is stronger.

The Klingons crave battle. Their morale for war alone would increase shipbuilding on the home front.
I wouldnt count the klingons out so easily.
The Federation took major casualties from both the Borg and the Dominion by the mid 2370's that I doubt they could quell a Klingon attack.
Then again, theres also the Breen...

Craving battle won't make you win a war. It tends to make you stupid actually and not very subjective. Not to mention, the Klingons that run the empire aren't stupid war mongers. Martok and Worf have always seemed like calm, honorable warriors. Martok and Worf would see no honor in fighting against the Federation and spilling Klingon blood.
As for hte Breen, they just lost a lot of ships after the Dominion war. I don't see them being much of a threat. I think they're grateful the Federation/Klingon/Romulan forces aren't occupying them.

If its where we left off at the end of Voyager by far the Federation. They now have ablative armor transphaseic torpedo's their own cloak. Thanks to Admiral Janeway. These should at least be integrated into the next Enterprise F

We don't know if the Federation adapted that technology to their ships. In Nemesis, which took place AFTER Endgame, the ENT-E did not have the technology.
