Is it canon!? It was made canon by the most canon of ST shows, DS9.

As for which is the best? Section31. The Founders managed to destroy the Obsidian Order and the Tal Shiar in one swoop. S31 wasn't affected by them and even almost wiped them out.

Though I don't know S31 I think it is them cause what I hear here is that they are much better, and I seen the Tal Shiar and the Obsidian and they both suck...

It's most definately Section 31,

No Law.
No Conscience.
No Stopping Them.

The fact is, they are the only secret agency that still remains secret. There are a few people here and there that know of them, but any that try to expose them either disappear suddenly, are silenced, Starfleet Command ignores them, or people laugh at them calling the person paranoid.

And as Founder already said, they almost destroyed all the Founders.

lol I most say sec31 is the best out of all of them.

then again what you expect, they are our team we may not have the best tech we may not be always the strongest but we still are the best lot out there.

I say Section 31. And even better than them was Doctor Bashir. He was never part of S31, but proved himself to be better than them.

Tal Shiar by far. They have been around forever and always get the job done. The only flaw they ever had, was being infiltrated by the changelings. So honestly, the Dominion was much better, they just werent secret. They were bloodthirsty, did as they pleased, had very few security leaks, and were just evil enough to take care of any problem with the maximum force necessary.
