I can understand the need for tapping, but unfortunately I'm not sure if you can really do that without catching ordinary citizens' conversation on accident. Which does concern me, since I'm sure I've used in conversation, frequently, words and phrases that would interest the government. However, I doubt they have time to listen to everyone who uses these phrases (and I'm lead to believe they're only really concerned with overseas calls).

I do wonder, though. Can the government tap things such as the ordinary Yahoo Messenger with voice conversation, or MSN or AIM? There's other ways to transmit voice over the internet, too... I'd think that might be marginally more difficult to trace, and might give the terrorists a better outlet anyway, with no money trail.

I believe Skype is considered to be pretty secure, as it used 128bit encryption. Any terrorist worth his salt would use something like Skype than landlines anyhow.
