Nah, I don't really think so, just because some (and yeah, some if it isnt on screen? please people dont whine about canon violations, I know people that insist certain things that are books and refernce material are canon) things are messed up, dont mean its an alternate time line or alternate universe.

Well one must wonder how different things are though. Did the Borg debris on Earth mess things up? Did the temporal cold war somehow? I think its possible...although...it will never be fact until it is said somewhere.

I know that the timeline has been changed so many times because of the temporal cold war.Its very possible that the universe could be a parallel one.But nothing that seriously effects the outcome of the federation or its role in future events to come.

If the timeline were able to continue in the alternate universe with vosk then im sure it would have been another terran empire with earth being corrupt until either the timeline is destroyed or vosk destroys the federation in the future.
