So all this time....he isn't even really a Commander? That sucks...
It was stupid they didn't make it more obvious. They never ONCE made any mention except obscure hints here and there.

no, they probably always calls him for commander because he is the first officer, aswell as captain Ransom says commander to lietuenant Burke because he is his first officer (5x26 Equinox).

He's a Lt. Commander, as shown by the rank bar. That's a provisional Starfleet rank. In the Maquis, he was a captain--of the Liberty.
Both in Starfleet and in the military today, in conversation a Lt. Commander is referred to as "Commander," just as a Lt. Jr. Grade is referred to as "Lieutenant."
On Voyager, as he was second in command, he had level 9 clearance.

^ It's a nebulous area...
To further confuse matters, a full Commander can have command of a ship. His *rank in Starfleet* is Commander, but he's referred to by the crew as "Captain" because he's captain of that vessel.
My brain is crammed with too much useless trivia...

On his collar theres one black and two silver stripes, which means lietuenant commander, but I have never heard someone called him for lietuenant commander, only for commander. I know they usually call Tuvok for commander, but for Tuvok it's clearly stated that he is a lietuenant commander. | Those stripes are from the Maquis, if you look at B'elanna; she too has a different sign than the Starfleet crew. Yeah, Tuvok is definatly lieutuenant commander, I though Chakotay was 1st commander. Or something

As far as I know, captains have level 10 clearance, commanders has level 9 and lietuenant commanders has level 8. |
I think that's a error in the series.. I believe it's also 10 for a captain; do you remember the ep 'Omega directive'? Chakotays command codes don't work there either, and I believ the computer said they needed a level-10 clearence Funny. I guess they just got that wrong.

^ If Chakotay is a Lieutenant Commander and therefore has level eight clearance, Janeway only needed to put the command blocks up to level nine to shut Chakotay out. Not necessarily an error,

yes, during Chakotay's ENLISTMENT in Starfleet, BEFORE he left, he was a Lt. Commander. But Janeway granted him the STARFLEET PROVISIONAL rank of Commander. it was most likely just a costume error. we all know star trek across the span of every series has errors, this one is no different. I don't know if the Maquis have a ranking system, it would seem like a "no" to me. But the pip on his collar is a Starfleet pip. Look at a Star Trek Encyclopedia. it's in there too.
