Ask Janeway(....or the writing team).... why you never saw fit to promote Harry to Lieutenant after everythings he's done through the 7 years.
Paris and B'Elanna both walked in as Lieutenants.....one was in jail (and always showing up late), and the other was a known mercenary for crying out loud.

It's simple...and has been answered many times before...

Harry didn't get promoted because Janeway needed a chain of command. If she went around promoting people at will and when they deserved it, then there wouldn't be junior personnel and then there would be a problem with people not wanting to do what is their job anyway...Not to mention the fact that Voyager is his FIRST assignment anyway...he's fresh and straight out of the Academy. That's why he didn't "walk right in" as a Lieutenant.

Now, B'Elanna got Lieutenant off the bat because to be Chief Engineer, you need to have a certain rank...Lieutenant is obviously that rank since Janeway didn't make her anything higher.

I believe Lieutenant was the rank that Tom was when he got kicked out of Starfleet. Not to mention the fact that there probably is a certain rank required to be Chief Helmsan. So that would also make sense...

Paris was demoted to Ensign at one point, so its obvious you don't have to be a lieutenant to be chief helm. Not to mention, when he was demoted, Harry could then be promoted. Thus Janeway's imaginary "chain of command" would have been kept. Promoting people when they deserved it? Um...thats what Starfleet does. Thats how you earn promotions...

(To Maquis) Why didn't you all ignore Chakotay when he said no mutiny of any kind?

I thought you all didn't listen to authority.

(To VOY crew) Why didn't you all try to go warp 10 again? It worked the first time...

Yes, Tom did get demoted...and I'm sure he stayed "chief" just for the mere fact that he was the best there was...so yes, talent does weigh in to the equation of being "chief" of something.

And NO she couldn't have promoted Harry in Tom's place, because Harry worked the OPS console. He dealt with sensors and stuff...a completely different chain of command leading up to Janeway. So, Harry would have been promoted in his field, where it would create an imbalance in that portion of the Chain of Command. (It makes sense to me, b/c I'm in the Navy...not saying that you can't understand it...)

And yes, you should promote people when you deserve it...DUH! But there also has to be a Chain of Command...so when you're in the DQ away from a place where you can't keep getting a group of fresh young ensigns, then you have to keep some people back in order to keep order.

Yes, I realize this example is NOT canon, but it's just what I said...an EXAMPLE:

In Star Trek Voyager: Elite Force, when Lt. Foster died, it wasn't until later that Ensign Monroe proved himself worthy of being the team leader to be promoted to Ensign. And would Foster NOT have died, Monroe would not have been promoted because there was already somebody in that role of leadership. So another Lieutenant wasn't necessary.

And Monroe wasn't even promoted IMMEDIATELY after Foster died.

I'd ask them why there were stupid, didn't turn the Cartaker on to send them back, and leave a torpedo on a timer to blow it up. After that, I'd ask why they didnt shoot janeway out a tube for not doing that
