Why are some races in TOS never seen again?

What happened to the 100's of races that Kirk met or heard of?
all were wiped out in a galactic plauge

I would like to know why some races seen in TOS are never seen again?
i mean, there are so many races that the enterprise seems to meet, why do none of the races want to contact starfleet in the future, or why are some of the supposedly "Dominant powers" never mentioned or seen again. save for the tholians which i think are mentioned in DS9 or TNG.

i am really confused about this please help me.

Maybe because there were more standalone stories in Star Trek. Another theory could be that some alien races only worked well when they made ONE appearance. The Kelvan Empire in the episode "By Any Other Name" were an intriguing and interesting race, but I would not have liked to see them again and again.

If you look at a lot of 60s television shows, they feature mostly standalone stories, whereas modern audiences sometimes prefer an arc or two, which allows for more than one appearance by races such as The Borg.

Still, I think it would have made sense to bring back or at least revisit a planet like the Roman world in "Bread and Circuses" or the Nazi or Gangster worlds from "Patterns of Force" or "Piece of the Action". And races like Tellerites and Andorains would have been nice to see used more, though they made comebacks on ENT.

I hope to see the planet that had the people modelled on the chicago mobs of the 1920's. because at the end of that episode, McCoy left his communicator on the planet, and that race was very smart so they could have reverse-engineered the communiocator and contacted the federation at some later stage. but in TNG there is no mention of that race ever.

Now that wouldve been a good ep.

In 1996 DS9 decided to do "Trials and Tibble-ations" for its 30th anniversery show, but an earlier idea put forward by the DS9 writers was to return to the mob-planet from the TOS episode "Piece of the Action". Would have been interesting.
