Can't help with the Bands question, but as for buying the uniform in the UK, I made both my sons and my own for a Trek Con.
With an inexpensive plain jacket pattern, cut it up along the shoulders, add an extra seam allowence at the cut edge and they turned out great.
I was really pleased with the results. I had Teal and my son had the new Grey-Black.

The new ones are good, the tops and pants are seperate peices, the first ones wern't. I rember reading that the voyager cast complaind about them alot, and they had to be constantly fixed as they were designed and made for a standing person. Sitting has on many occasions, ripped the uniform. this changed a little bit with a two pice uniform. In short, I like the FC uniforms the best.

possibly because they are easier to recognize? The pips are so tiny and if you see a person from the left, you can't see the pips at all and never know whether to salute or not.
Plus: the pips fall easily off in a fight. The stripes stay in place as they are sewn onto the uniform.
And you needn't remove the rank insignia from the laundry or when you cange into a fesh uniform.

I liked Voyager's uniforms the best as far as the most colorful, like better than TNG during it's series run, but I admit that DS9's uniforms later with the gray made the Starfleet officers look tougher.

The Plum and Black DS9 uniforms look the most serious of any of the television series uniforms, though the ones from TOS look the most comfortable and weren't bad at all. The plum and black DS9 uniforms look the most modern because they aren't quite so flourescent, and they are probably the most practical for not showing up a mile away (at least in the dark). I also liked the muted colors on the turtlenecks, though I wish they had gone back to the banding on the sleeves, even though in today's military that is mostly for an enlisted person.
