Does the Federation use this subspace telescope to spy on the Cardassians?

I don't think the Federation uses the array to spy on the Cardassians. It isn't something they would do.
Now S31 on the other hand...

Ya, I thought I had remembered hearing it on TNG, but wasn't certain. Thanks for the info.
Maybe in the Dominion war they used it, but then again I'm not a buffer of knowledge when it comes to DS9 like I am Voyager.
I haven't seen the episode "Parallels," but have heard of it. I have wanted to see it forever!

Parallels is a weird episode. Quite disorienting, actually.
Weirder still, is "Eye of the Beholder".

I don't really like the word spy, but the federation does gather intelligence via means of the array, or long range scans, or undercover operatives, etc.

I would say the federation does not use it to spy on the Cardassians. Its more likely used for scientific purposes
